What's the kimono police?

When we wear kimono, sometimes we're argued by a parson who don't wear kimono saying your way of wearing kimono is wrong.

I don't know why we call such people Kimono keisatsu (Kimono Police), even we don't break any rules. There's no rules except wearing kimono formally at ceremonies.
